Starting as a sole proprietor and building on a love for history and more than twenty years of experience, Randy Middeke began City Lights in the early 90's with the renovation of his own home
in the historic Soulard neighborhood. Continuing to do business as City Lights Design + Build, the company was incorporated in 2002 as Middeke Construction, Inc
The company, led by brothers Randy and Richard Middeke, has been the recipient of numerous local awards and has been featured on the HGTV programs 'Restore America' twice,
and most recently on 'National Open House'. City Lights Design + Build continues to grow as a builder and developer of exceptional residential and commercial projects in the St. Louis community.
Since its beginnings, City Lights has touched dozens of properties, not only in historic St. Louis, but also in the greater St. Louis area.
The company employs skilled, like minded journeyman carpenters, painters and laborors. With decades of experience working on historic buildings,
our guys have worked through many challenging rehab situations, and stay attentive to detail and quality workmanship.

Over 30 Years in the Residential Construction Industry

Randy has overall responsibility for all operational aspects of the business. He spends a large portion of his time at the sites, guaranteeing superior workmanship and ensuring customer satisfaction. Randy 'grew up' in the industry, working construction as a teenager. Prior to starting City Lights Design and Build, he spent 15 years working as a carpenter, lead carpenter, cabinet maker and shop foreman for high-end residential homebuilders. His keen sense of design and insistence on quality workmanship has earned the company numerous awards and recognitions for outstanding work. City Lights projects have been featured nationally on Restore America (2 times) and National Open House (HGTV).
Richard J. Middeke, Vice President

Richard is responsible for maintaining, at the highest level, the finance, accounting and administrative components of City Lights. He also successfully manages the application process for Federal, State and local rehabilitation tax credit programs for the company, and has assisted our clients in obtaining tax credits on their projects as well. Richard has worked closely with St. Louis municipal development agencies and neighborhood housing/development corporations in programs designed to revitalize neglected and condemned neighborhood properties. Richard has excellent working relationships with local lenders who provide construction financing and disbursing on residential and commercial projects. Like Randy, Richard also grew up in the residential homebuilding industry in the family's construction business. Richard earned his CPA while working as an auditor with Coopers & Lybrand (PriceWaterhouseCoopers), specializing in manufacturing and constructions clients. Prior to joining City Lights, he held the position of Director of Finance with a $100+ million manufacturing firm.
